2016 ACCA-PLDT Tech Brunch, Manila

Digital Transformation for Smarter Government



The Asia Cloud Computing Association (ACCA) partnered with member company PLDT, ePLDT and PLDT Enterprise to hold its invitation-only Tech Brunch: Digital Transformation for Smarter Government last November 22, 2016 at the New World Makati Hotel. The event was attended by more than 70 delegates from the Philippines’ public sector.




Mr. Jovy Hernandez, First VP of PLDT, welcomed the guests by presenting a brief overview of the country’s digital landscape, and how digital transformation can be deployed in the public sector to boost citizen engagement and internal government processes.




The first keynote speech was delivered by Ms. May-Ann Lim, Executive Director of the ACCA, who provided an overview of the region’s adoption and deployment of cloud computing. Ms. Lim introduced the “cloud first” policies, which were emerging in the Asia Pacific, as well as the public sector marketplaces and cloud accreditation/ certification trends that the Philippine government can take full advantage of.




Also present during the event was the country’s Budget and Management Secretary Benjamin Diokno, who provided an update on the Government’s Policy on Cloud Computing, and the Government’s e-Procurement Processes. Mr. Diokno elaborated that cloud technologies help the public sector transform into a smarter government.




To complement Secretary Diokno’s speech, Mr. Alberto Salvador, Jr.—Officer-in-Charge of the Policies and Standards Division of the Department of Information and Communications Technology (DICT)—delivered his remarks to provide updates on the new structure of the sector including the senior officials who will work hand-in-hand to push for a smarter government. Mr. Salvador also proposed a “cloud first” policy for the Philippines’ GovCloud, as well as the department’s initiative in pushing for data classification, security policies, and process of migration to the cloud.

The proposed cloud-first strategy:

All Departments, National Government Agencies and Government-Owned and Controlled-Corporations (GOCCs), including State Universities and Colleges (SUCs), are encouraged to adopt cloud computing as the preferred ICT deployment strategy for their own administrative use and delivery of government services.




Meanwhile, Mr Nico Alcoseba, VP & Head of PLDT’s Disruptive Business Group, highlighted the importance of digital transformation in the public sector, and provided some insights in enacting a successful innovation in the public sector. These include: (1) leadership transformation – changing the top leaders, (2) omni-experience transformation – holistic change, (3) information transformation – changing the type of information we process, (4) operation model transformation – changing how operations function, and (5) WorkSource transformation – changing the very nature of work itself.




Also, Mr Peter Moore, the Regional Managing Director for Amazon Web Services, Global Public Sector - APAC and Japan, discussed the relevance and impact of technology, cloud and data center use in the public sector in the ASEAN region, and how the Philippine government can learn from their experiences. He also provided practical steps on how government officials can start working towards a smarter government.




Lastly, ACCA Chairman Mr Bernie Trudel delivered the final presentation of the day, discussing the trends in digitally transforming government and how to achieve it. From his experience in working with the government sector, he elaborated the key considerations when embarking on the digital journey.




The event was capped off with a couch session with all the keynote speakers, and Mr. Chet Alviz is AVP of S.M.A.C.S, Disruptive Business Group (DBG), was invited as the host moderator for this panel discussion. This was followed by the closing remarks delivered by Mr. Dennis Magbatoc, Corporate Relationship Business VP for Public Sector of PLDT Group.
